Indonesia’s investor visa framework is evolving to become both more accessible and strategic. Types of Visas in Indonesia for Investment

ITAS

The ITAS (Izin Tinggal Sementara) is the primary permit for foreign investors who hold shares or serve as directors in a PT PMA. It is typically valid for 1–2 years and renewable, with multiple-entry status, so you can travel in-and-out of Indonesia while running your operations.

For investor-related categories (E-indexes such as E28), it is specifically tailored for those who invest in or establish a company in Indonesia.

ITAP

The ITAP (Izin Tinggal Tetap) is a permanent-residency permit. After holding an ITAS for several years and fulfilling eligibility criteria, it may converted to ITAP. This provides longer-term stability and is ideal for those who envisage a sustained presence in Indonesia.

What is Investor ITAS?

Indonesia’s Investor ITAS (Temporary Stay Permit for Investors) is a residency visa designed for foreign nationals who make a minimum investment in a local company. It allows investors not only to enter Indonesia for business purposes but also to legally reside and manage their investments without requiring a separate work permit (IMTA).

Essentially, this ITAS functions as both a visa and a residence permit, granting stays for an extended period, typically one or two years, depending on the investment value and business structure. It also facilitates smoother business operations, such as opening bank accounts, purchasing property under company ownership, and signing contracts as a company representative.

The permit is most commonly obtained through a PT PMA (Foreign-Owned Company), where the applicant is listed as a shareholder or director. This aligns with Indonesia’s broader policy of attracting high-value foreign investment and easing long-term business establishment in the country.

The visa application requirements for the Investor ITAS

To obtain the ITAS, the applicant must first go through the standard visa application process, either through the Indonesian immigration system or via the OSS (Online Single Submission) platform integrated with the Ministry of Investment.

The visa holder must be a legitimate shareholder or company executive of an Indonesian-registered entity (PT PMA), with their name clearly stated in the company’s deed of establishment and the Ministry of Law and Human Rights (MOLHR) database.

Key requirements include:

  • A valid passport with a minimum of 18 months validity (for a two-year ITAS) or 12 months (for a one-year ITAS).
  • Company legal documents such as the Deed of Establishment, Business Identification Number (NIB), and Tax ID (NPWP).
  • Proof of minimum investment, typically no less than IDR 10 billion per business sector under BKPM regulations.
  • Appointment documents verifying the applicant’s position as a shareholder or director.
  • A formal invitation letter from the sponsoring company.
  • A recent colour photograph and curriculum vitae.
  • Once submitted, the application is processed electronically, and if approved, the applicant receives an e-Visa allowing them to enter Indonesia. Upon arrival, the visa is converted into an Investor ITAS card, which serves as both a residence permit and a multiple-entry pass.

What is Investor ITAP?

The Investor ITAP (Permanent Stay Permit) is the next level of long-term residency available to foreign investors who have maintained consistent business activities and residency in Indonesia under an Investor ITAS.

While the ITAS is valid for up to two years, the Investor ITAP offers a stay period of up to five years, allowing investors greater stability and long-term planning flexibility. The ITAP also grants investors near-permanent residency status without the need for annual renewals, simplifying compliance and administration.

Foreign nationals who have held an Investor ITAS for at least three consecutive years are eligible to apply for an ITAP, provided they continue to hold active investment positions and maintain compliance with immigration and tax regulations.

The ITAP not only enhances residency rights but also provides practical advantages such as easier re-entry permits, streamlined reporting obligations, and eligibility for certain tax benefits and local investment privileges.

The application requirements for the Investor ITAP

The ITAP application builds upon the existing documentation of the Investor ITAS, but requires additional proof of continuity, investment activity, and residency.

Key requirements include:

  • A valid Investor ITAS held continuously for at least three years.
  • A passport with at least 36 months of remaining validity.
  • A recommendation letter from the sponsoring PT PMA confirming the ongoing business activity.
  • Updated corporate documents (NIB, NPWP, and Deed of Amendment, if any).
  • Evidence of ongoing investment or business operation in Indonesia.
  • A clean immigration and legal record (no overstay or criminal cases).
  • A completed ITAP application form and recent passport photographs.

Capital Investment Policy for Foreign Investment in Indonesia

As of October 2025, the Indonesian Investment Coordinating Board (BKPM) has lowered the minimum paid-up capital requirement for foreign-owned companies (PT PMA) from IDR 10 billion to IDR 2.5 billion per business activity under BKPM Regulation No. 5 of 2025. The total investment threshold of IDR 10 billion (approximately USD 650,000) per business line remains in place, excluding land and buildings.

This move reduces entry barriers while maintaining Indonesia’s status as a “large-scale enterprise” destination under Presidential Regulation No. 10 of 2021.

Work Visa: Visas for Foreign Experts

Common Questions

KITAS or ITAS?

In Indonesia the terms are often used interchangeably, but the correct designation now is Investor ITAS (Izin Tinggal Terbatas) rather than the older “KITAS card” terminology. The “card” form has largely been replaced by electronic systems, making “ITAS” the accurate descriptor going forward.

Can I work using Investor ITAS?

Yes, an Investor ITAS allows you to actively participate in the company that you invest in (for example, as a director or commissioner) without the need for a separate work permit (RPTKA) in many circumstances. This streamlines your ability to manage or oversee your business in Indonesia.

However, keep in mind that the role must align with the business’s approved operation and you must maintain compliance with the immigration requirements. Work Permit is still required even if you do not apply for a Work Visa.

Can I convert an ITAS to ITAP?

Yes, in certain cases an Investor ITAS may be converted to a KITAP (Izin Tinggal Tetap / Permanent Stay Permit), which provided conditions such as continuous stay, fulfilled investment obligations and company compliance are met.

Are these visas extendable?

Yes. An Investor ITAS is typically issued for a limited period (often one to two years) and can be extended subject to compliance, company performance and immigration approval.

Does it sponsor Dependant Visa?

One of the key benefits of an Investor ITAS is that it often enables the investor to bring eligible family members (spouse and dependents) under a Dependent KITAS or residence permit. This makes the visa route more attractive for those relocating with a family.

What’s the difference between Investor ITAS and Golden Visa?

The Investor ITAS is a limited-stay permit for foreigners who actively manage or hold shares in a local PT PMA, typically requiring around IDR 10 billion in investment. It allows the holder to reside and work in Indonesia as a company director or commissioner.

The Golden Visa, meanwhile, targets high-net-worth individuals seeking long-term residency (5–10 years) through substantial investment, starting from USD 350,000 in financial assets to over USD 2.5 million in business ventures. It focuses on residency and investor mobility rather than direct company management.
