Global Citizenship of Indonesia (GCI) is an unlimited stay, multi-entry permanent residency permit designed exclusively for foreign nationals with proven Indonesian biological or ancestral ties.
Released by the Directorate General of Immigration under the Ministry of Immigration and Correctional Services (Imipas), GCI introduces Indonesia’s first true permanent residency framework, offering a lifelong legal stay for eligible members of the Indonesian diaspora and their descendants.
What is Global Citizenship Indonesia (GCI)?
Global Citizenship of Indonesia (GCI) is Indonesia’s first unlimited stay permit (Izin Tinggal Tidak Terbatas), created for:
- Former Indonesian citizens (Ex-WNI)
- Their first- and second-degree descendants
- Selected individuals with special talents collaborating with the Government of Indonesia

GCI is not a general visa. It is reserved for specific categories of individuals with proven Indonesian lineage or government-recognised importance.

General Requirements for Applying for Global Citizenship Indonesia (GCI)
For Individuals (Ex-WNI / Descendants)
- Valid passport (min. 6 months validity)
- Recent passport-sized photograph
- Proof of Indonesian origin or lineage:
- Old KTP / KK
- Former RI passport
- Birth certificate
- Family Card showing relationship
- Curriculum Vitae (CV)
- Proof of funds or income
- Investment commitment documents (bonds, shares, deposits, property, etc.)
- Statement agreeing to comply with Indonesian laws and to fulfil commitment within 90 days
For Investment-Based Commitments (If applicable)
- Evidence of government bonds / listed shares / mutual funds / deposits
- Property purchase agreements or preliminary contracts
- Bank statements from state-owned banks (for deposit-based commitments)

FAQs About Global Citizenship of Indonesia (GCI)
Can GCI holders buy property in Indonesia?
GCI does not grant special land-ownership rights. However, GCI holders can purchase property under existing foreign ownership schemes, typically via Hak Pakai or strata-title apartments.
How much is the government (PNBP) fee for GCI?
Each GCI category (E32E, E32F, E32G, E32H) is subject to a PNBP fee of IDR 34,800,000, as stipulated by official regulations.
Is GCI available for foreign spouses of Indonesian citizens?
Only if the spouse is also Ex-WNI or a qualifying descendant.
Most foreign spouses will still use the family-based KITAS/KITAP route, not GCI.
Can I convert my existing KITAP to GCI?
Yes. Based on current practice, ITAP-to-GCI conversion is possible and may involve:
- EPO (Exit Permit Only)
- Data adjustment in the immigration system
- Issuance of a new stay permit under GCI
Do GCI holders still need MERP?
Yes. GCI grants unlimited residency, but a Multiple Exit Re-Entry Permit (MERP) is still required for international travel and must be renewed every 5 years.
Can GCI holders work in Indonesia?
GCI holders may engage in non-contractual activities, but they cannot:
- Receive wages from Indonesian companies or individuals
- Work under formal employment contracts
- Conduct commercial activities as an employee
Does GCI lead to Indonesian citizenship?
No. GCI is a residency status, not a citizenship pathway.
It does not grant voting rights, political eligibility, or nationality.
