Guide to Understanding NPWP in Indonesia: Taxpayer Identification Number for Foreigners 

Indonesia’s economy continues to attract international attention, fuelled by steady growth, a young workforce, and increasing investor confidence. As more professionals and entrepreneurs establish their presence in the country, understanding the fundamentals of Indonesia’s taxation system becomes essential.

One of the first requirements for both individuals and companies is the NPWP, or Nomor Pokok Wajib Pajak (Tax Identification Number).

What is NPWP (Nomor Pokok Wajib Pajak)?

The Nomor Pokok Wajib Pajak is a unique Indonesia’s taxpayer identification number issued by the Directorate General of Taxes (Direktorat Jenderal Pajak, or DGT).

Under Law No. 28 of 2007 on General Provisions and Tax Procedures, every taxpayer, both individual and corporate, must hold an NPWP to carry out tax-related obligations within the country.

Each NPWP is unique to its holder and functions as a permanent identifier for all tax transactions. Once registered, the NPWP is used to record income, deductions, and tax payments, and it remains valid for life, even if the taxpayer changes employment or business activity.

NPWP Updates as of 2025

Indonesia’s tax administration has undergone significant modernisation over the past year, with the Directorate General of Taxes fully integrate the new Personal Identity Number (Nomor Induk Kependudukan).

As of 2025, all Indonesian citizens can now use their Personal Identity Number (NIK) as their Indonesian taxpayer identification number. This change is part of a nationwide effort to integrate tax data with the national population database, streamlining compliance and making it easier for individuals and businesses in Indonesia to access tax services online.

The new unified system eliminates the need for dual identification numbers. A NIK now functions as both your civil registration and tax identification reference. For foreign taxpayers, however, the ID format remains unchanged, and they must continue using the standard 15-digit NPWP until further notice from the Ministry of Finance.

To access and manage your tax account, all taxpayers are now required to login through the official tax portal pajak.go.id.

The Functions of NPWP

The NPWP serves multiple purposes beyond taxation alone. For individuals, it is required to report annual income, obtain credit facilities, open local bank accounts, and, in some cases, secure business or work permits.
For corporations, it is essential to fulfill monthly and annual tax filings, including Value Added Tax (VAT), withholding tax, and corporate income tax.

It also acts as proof of tax registration, demonstrating that the holder is compliant with Indonesia’s fiscal regulations. Without it, individuals and companies may face administrative penalties or higher tax rates.

Do Expats Need a Taxpayer Identification Number in Indonesia?

Yes, expatriates working or earning income in Indonesia are generally required to obtain an NPWP.
Under Indonesian law, any foreign national who stays in the country for more than 183 days within a 12-month period, or intends to reside and work in Indonesia, is classified as a resident taxpayer. As such, they must report and pay tax on their Indonesia-sourced income.

Holding an NPWP provides a tangible benefit: expatriates with an NPWP are taxed at the standard progressive rate of up to 35%, while those without one face a higher flat rate of 20% on gross income.
Moreover, many employers, banks, and government agencies require NPWP as part of their administrative verification process.

Non-resident foreigners who do not meet the residency threshold but receive income from Indonesia (for example, through consultancy services or digital transactions) may be taxed under final withholding schemes, but they are not typically required to hold NPWP unless they maintain a physical or long-term business presence in the country.

Eligibility for Foreign Professionals and Talents

Foreigners who may apply for an NPWP include:

  • Expatriates holding a valid KITAS (Limited Stay Permit) or KITAP (Permanent Stay Permit).
  • Directors, shareholders, or commissioners of PT PMA (foreign-owned limited liability companies).
  • Independent consultants, freelancers, or entrepreneurs generating local income.

Individuals without a valid stay permit, such as short-term visitors or business travellers, are not eligible to obtain an NPWP. The eligibility criterion rests primarily on legal residence and the purpose of income generation within Indonesia.

Requirements for Foreigners to Register for NPWP

To apply for NPWP, foreign applicants must prepare the following documents:

  • A copy of a valid passport.
  • A copy of KITAS or KITAP.
  • A letter of employment from the Indonesian employer, or company documents for investors and directors.
  • Employer’s NPWP (if employed).
  • Domicile certificate (SKTT or SKD) confirming residence address.
  • Deed of Establishment and business licence (for company shareholders or directors).

All documents must be submitted to the local tax office (Kantor Pelayanan Pajak or KPP) that corresponds to the applicant’s domicile or business address.

Steps to Get NPWP in Indonesia as a Foreigner

Obtaining NPWP is a straightforward process when guided correctly. The main steps are as follows:

  1. Determine Tax Office Jurisdiction
    Identify the correct tax office based on your residential or business address. Each region in Indonesia is administered by a designated KPP.
  2. Prepare and Verify Documentation
    Ensure that all documents, such as your passport, stay permit, and employment letter, are valid and, where necessary, translated into Bahasa Indonesia.
  3. Submit Application
    Applications can be made in person at the tax office or online through the Directorate General of Taxes’ e-Registration portal (ereg.pajak.go.id).
  4. Verification by Tax Officer
    The tax officer will review your documents and verify your legal stay status. Occasionally, additional clarification or an interview may be requested.
  5. Issuance of NPWP
    Upon approval, your NPWP will be issued in physical or digital format and can be accessed online through the DGT system.
  6. Activate and Register for e-Filing
    Taxpayers must activate their NPWP for use in the e-Filing system, enabling annual tax submissions and digital access to tax services.
