Family KITAS: Understanding Types of Dependent Visas in Indonesia

Relocating to Indonesia often marks a significant milestone for career opportunities, business expansion, or long-term lifestyle decisions. Yet for many expatriates and foreign investors, the move is rarely made alone.

Families who move together, bringing with them not only personal considerations but also legal and administrative requirements that must be carefully navigated within a defined number of working days to ensure compliance.

Indonesia’s government has recognised this concern and established a structured pathway for dependents through what is commonly referred to as the Family KITAS, formally categorised under Index E31 visas.

Designed to facilitate family reunification, this visa framework enables spouses, children, and even parents, including children of a foreigner, to legally reside in Indonesia under a sponsored arrangement.

What is a Family KITAS

A Family KITAS (Kartu Izin Tinggal Terbatas), also known as an ITAS (Limited Stay Permit), is a limited stay permit issued to foreign nationals who are sponsored by a family member residing in Indonesia. It allows dependents to live legally in the country for a specified period, aligned with the sponsor’s residence permit status and overall KITAS validity.

Unlike work permits or investor visas, the Family KITAS is not designed for employment purposes. Instead, it functions as a dependent visa, enabling family members to stay together while the primary visa holder—whether an employee, investor, or Indonesian citizen—maintains their legal residency.

Key characteristics include:

  • Sponsored by a spouse, parent, or child
  • Tied to the validity of the sponsor’s visa or citizenship status
  • Requires compliance with Indonesian immigration regulations
  • May be extendable depending on eligibility
  • Documentation may need to be translated into Indonesian for official submission

Who can get a Family KITAS?

Eligibility for a Family KITAS depends on the relationship between the applicant and the sponsor. Indonesia’s immigration framework recognises a broad range of family structures, including arrangements arising from a mixed marriage.

Eligible Applicants

  • Foreign spouses of Indonesian citizens
  • Spouses of KITAS or KITAP holders
  • Children (biological, stepchildren, or adopted)
  • Parents of Indonesian citizens
  • Parents of KITAS/KITAP holders

The sponsor must hold a valid immigration status in Indonesia, often supported by a KTP (Indonesian identity card) in the case of Indonesian citizens. All relationships must be evidenced through official documentation such as marriage certificates, birth certificates, or adoption papers.

The Validity Period of Family Sponsored KITAS

The validity of a Family KITAS is closely linked to the sponsor’s residency permit. In most cases, it ranges from 6 months to 2 years, with many applicants initially receiving a 1 year stay permit, subject to extension.

Visa Type

Typical Validity

Extendable

Family KITAS (General) 6–12 months Yes
Linked to KITAP Sponsor Up to 2 years Yes

The visa remains valid as long as the sponsor maintains their legal status in Indonesia. Should the sponsor’s permit expire or be revoked, the dependent’s KITAS may also be affected.

Benefits of Family KITAS

Holding a Family KITAS offers several practical advantages:

  • Legal residency in Indonesia for dependents
  • Easier access to local services such as banking and healthcare
  • Eligibility to transition into a Permanent Stay Permit (KITAP) under certain conditions
  • Simplified immigration processes compared to short-term visas

However, it is important to note that employment is generally not permitted unless additional permits are obtained.

Family Union KITAS / Spouse KITAS

The Family Union KITAS, often referred to as a Spouse KITAS, is one of the most commonly used pathways for foreign nationals joining their partners in Indonesia.

Index E31A – Foreigner with an Indonesian Spouse

This visa applies to foreign nationals legally married to an Indonesian citizen. It allows the holder to reside in Indonesia and, under certain conditions, may lead to a Permanent Stay Permit.

Key features:

  • Sponsored by an Indonesian spouse
  • Common in mixed marriage arrangements
  • Pathway to long-term stay or permanent residency
  • Requires a legally recognised marriage certificate

Index E31B – Spouse of KITAS/KITAP Holder

This category is designed for spouses of foreign nationals who already hold a KITAS or KITAP.

Key features:

  • Dependent on the primary visa holder’s status
  • Common among expatriate families relocating for work or business
  • Renewable alongside the sponsor’s permit

Dependent KITAS

Indonesia’s immigration system provides several subcategories under the Dependent KITAS, accommodating diverse family relationships.

Index E31C – A Child with 1 Indonesian Parent

Applicable to children born to mixed-nationality families, including children of a foreigner with one Indonesian parent.

Index E31D – Stepchild of WNI (Indonesian Citizen)

Covers children from previous marriages who are legally recognised as part of the Indonesian family unit.

Index E31E – Child under 18 y.o. of KITAS/KITAP Holder

Designed for minor children of foreign nationals residing in Indonesia.

Index E31F – Adopted Child by WNI (Indonesian Citizen)

Applies to children legally adopted by Indonesian citizens, subject to formal adoption documentation.

Index E31G – Parents of WNI (Indonesian Citizen) 21 y.o or above

Allows parents of Indonesian citizens to reside in Indonesia, provided the sponsoring child meets age and legal requirements.

Index E31H – Parents of KITAP / KITAS Holder

Enables parents of foreign residents in Indonesia to join their children under a dependent arrangement.

Other Types of KITAS in Indonesia to Sponsor a Family Visa

Family KITAS applications are inherently tied to the sponsor’s immigration status. As such, understanding the primary visa types that enable family sponsorship is essential.

Common Sponsor KITAS Types

  • Work KITAS – Issued to foreign employees working for Indonesian companies
  • Investor KITAS – Granted to foreign investors establishing or managing a PT PMA
  • Retirement KITAS – Designed for retirees residing in Indonesia
  • Student KITAS – For foreign students enrolled in Indonesian institutions

Each of these visas allows the holder to sponsor eligible family members under the Family KITAS scheme, provided all requirements are met.

Key Considerations for Families Relocating to Indonesia

Before applying for a Family KITAS, it is important to evaluate several practical and legal factors:

Documentation Requirements

  • Valid passports
  • Marriage or birth certificates
  • Sponsor’s KITAS/KITAP or Indonesian ID (KTP)
  • Proof of relationship
  • Documents translated into Indonesian where required

Compliance and Reporting

  • Timely visa extensions
  • Address registration
  • Reporting changes in family status
  • Monitoring KITAS validity to avoid overstays

Long-Term Planning

  • Transition from KITAS (ITAS) to KITAP (Permanent Stay Permit)
  • Education and healthcare arrangements for dependents
  • Tax residency considerations

Can I convert a KITAS to a KITAP?

Yes, under certain conditions, a Family KITAS holder, particularly those under a spouse-sponsored visa, may apply for a KITAP (Permanent Stay Permit) after meeting the required duration of stay and compliance criteria.
